how to stop "Diverting" behavior?

I've been using a Python script called "buildpkg.py" to build packages
for OS X for years, but it's giving me some error messages lately, so
I thought I'd try to switch over to packagemaker.  I use it from the
command line in compatibility mode (I'm building on 10.4 and on 10.5),
and it seems to work OK, but when I attempt to do an install of the
resulting package, two of my four applications are "diverted" to the
original source location on the disk of the target machine!  How
bizarre!

What's this "diverting" thing, and why does it choose to do it with
only two of the four apps, and how do I stop it from doing this?

Are the sources for PackageMaker available somewhere?
