[Q] Locator: the hen or the egg?

Stupid question related to the behavior of PackageMaker:
When you build a 10.5 package, the locator is saved within the package.
When you build a 10.5 "metapackage", the locator is saved within the
distribution script. Not in the package itself, that would be too easy.
OK, so let's say I build:
- a package with bundle B with a locator L.
- a metapackage with a package with bundle B with a locator L1.
I then use the Flat Package Editor to remove the package and use a
http reference instead to the first package (the one with locator L).
So I still have locator L1 defined in the distribution script and
locator L defined in the referenced package.
Question:
When I install the metapackage, which locator will be used? L or L1?
Is the result guaranteed?
Note:
It would be nice if Apple could spare a few dollars to complete the
Distribution Reference documentation to fully cover the format. Right
now, when it comes to locator, it reminds one of the technical
documentation of Mac OS X 10.0.
