Just following up on this. We ended up using a .dist file to fix this.
We check for older versions on the system using the Info.plist files in
our receipts and for other things we place on the system, and set the
install options accordingly. It has worked well. Couldn't find the
setting to make it just work in the Info.plist. This also solved some
other problems for us, so it worked out well, even though .dist files
are a bit annoying to debug. We've had this in place for a few weeks
now, and things are working well.

I think it is doing 'the right thing'. Often packages in a meta-package
have to work together, and co-depend on specific versions. The 'newer'
version of one of the packages may break that. But there should be a
plist
option somewhere to control this.
