flat-package not overriding destination item

So I've rebundled some apps (firefox, etc) in 10.5 flat-packages for distribution via ARD and other technologies.

Here is the weird thing - lets say that I have firefox version 3.0.0 in the /Applications directory. If I package up version 3.0.1, and run the installer, it will execute without error (at least, according to the console), but the app is not replaced by the new version. But, if I remove the current app before installing the new version, it is correctly deposited.

Is there something I don't know?
