Building distros for Mac OS X

Has anyone seen a tool capable reading a makefile script and determine where
all the files are and where they should go and then copy them into a
directory structure so that they can be installed by apple installer?

I know that Mike at easysw.com (now with Apple) had made epm that would read
a list file and create a simple package for installation by command line but
I have found only a couple distros that actually use such a file.

Any ideas or suggestions?
