I know that Mike at easysw.com (now with Apple) had made epm that would read
a list file and create a simple package for installation by command line but
I have found only a couple distros that actually use such a file.

Any ideas or suggestions?

I would suggest you to look my project:

	http://rudix.org/

because I maintaing a buildsystem and (possibly) would help you to create a pkg from a directory tree.

Check this URL:

	http://rudix.cvs.sourceforge.net/viewvc/rudix/Rudix-2008/

under ports/ and Library/Rules.mk
