Hi Allen,
This is a known issue in Leopard. I believe there’s a bug tracking it. It’s a race condition in the application for packages set to install on the system-volume-only. If Installer.app has finished its disk scanning before the user gets to the ‘Destination Select’ section, then that panel is skipped. If not, that panel displays.

I have set them to install to the System Volume and not allow the user to select a destination or custom location, but we still see this odd behavior. Has anyone else noticed this?
