What you're probably looking for is the rootVolumeOnly option. I
don't think the domains feature is required.
I don't remember right now if the rootVolumeOption is accessible in
PackageMaker 3 (I tend to remember there's a bug related to it in
PM3) but in the distribution script, it would look like this:
<options rootVolumeOnly="true">
