Something else I didn't realize: the .pkg file that PackageMaker.app creates is not a bundle, but a single file! I don't know what I did to get that; I don't see a setting in the UI. But that's okay, I like it.

This means you selected Mac OS X 10.5 as the target. The package won't work on earlier OS versions.
