Well it was because the resource files, I created for the Plugin
where .xib's not .nib, once I changed resaved them back to .nib files
and changed the project the Installer saw the plugin and used it.

Usually, when something works on one OS version and not another, you
can check these points:
- ZeroLink?
- What's the OS Target for the plugin? 10.4 SDK or 10.5 SDK?
- Could there be a problem with the InstallerSections.plist file?
