We use colored backgrounds but we fade to Alpha on the top and the right in kind of an Arc. We set the background to bottom-left and that way if it grows it still looks right.

No, it isn't possible.

If you're building packages for Mac OS X 10.4 or later, there is no
solution to prevent resizing (both automatically by Installer.app and
manually by the user).
If you can live without a background color, try an alpha image.
IMHO, background picture with a color are not a good idea in most
cases because it can make it more difficult to read the steps on the
left or the contents of the pane on the right.
