packagemaker not working

hi all,
i have spent many days trying to get packagemaker to work
i have the latest everything: os, xcode, packagemaker, etc
first i build a package of any application in a folder (for example, textedit)
but when i run it it just creates an empty folder with no app inside
i can see that there is actually an app in the package by dropping it
on package maker
the package will not install in the applications directory or anywhere else
i have changed the permissions over and over again, they are not
returning warnings, etc
please help,
