No, it isn't possible.
if not, what size do I need to make my image to ensure that it will
always cover the entire
background of the installer window (I do not want to it stretch out of
proportion).
If you're building packages for Mac OS X 10.4 or later, there is no
solution to prevent resizing (both automatically by Installer.app and
manually by the user).
If you can live without a background color, try an alpha image.
IMHO, background picture with a color are not a good idea in most
cases because it can make it more difficult to read the steps on the
left or the contents of the pane on the right.
