PackageMaker crashes when building from command line

We have a crash when trying to build a package from the command line with packagemaker:

If I try to build this same pmdoc file from the PackageMaker GUI then it completes without any errors or warnings. I've tried the suggestions at http://search.lists.apple.com/?q=NSInvalidArgumentException&cmd=Search!&ul=installer-dev such as using the explicit path to the PackageMaker binary but that yields the same error. Any idea how I can go about working out what's happening here?
