What exact command line arguments are you using to create the pkg?

I have no idea what's going on here, but when I build installers for
this product, the popup that says "You need to accept this license to
continue" is in the wrong language. There is no rhyme or reason to it.
To be clear, the package is built from the command line, with no pmdoc
file. Translations are handled via lproj directories under the
"resources" dir.
Here are three screenshots:

English works fine
Has anyone experienced this? Is it something I'm doing wrong?
Considering this is a built-in popup I have no control over, I don't
even know where to start.
Any pointers or advice would be appreciated. I've hit a wall here.
Thanks,
Aaron
