Options for creating a pkg or mpkg

Hi Everybody,
I am new to Mac and creating installation packages as well. As far as I know, I can create a package or a meta-package by the following 3 ways.
1:- Using the PackageMaker GUI.
2:- Using the packagemaker command.
3:- Using shell-script and manipulating the directory structure.
What I want to know is whether there is any APIs for creating/editing packages and meta-packages. For example on Windows, there is Msi.DLL which can be used to create/edit MSIs.
