IIRC, there is an undocumented trick to do this prior to flat
package. This would require to look in the list archives.
Anyway, considering it's only one file, whatever the format is, a
possible solution is to go with a distribution script or a metapackage.
You create a specific package for this file. You set an installation
requirement so that the package will not install if the file is
already there.
