On Leopard the UI comes up and on the left hand side lists the screens in order:

                Introduction

                Destination Select

                License Server

                Installation Type

                Installation

                Summary

And as you step through the UI they come up in that order.

The order listed for the items in the InstallerSections.plist is incorrect.

License should be before Target.
