Hi Iceberg,
I am using packagemaker 2.1.1 which is in Xcode 2.5.
I also tried packagemaker 3.0.2, both of the two version cannot work as your thought.
If you are sure of that, please tell me the steps.

Yes, my installer has two things exactly as your thought. I have tried to split them into two packages, the driver one can be only installed in root volume and requiring reboot.
As your suggestion, I create a metapackage to group the two packages, in order to present one installer experience. But I find the package can be only installed in root volume...
I'm not sure if I missed something.
It should be possible to force one package to install on the root volume and let the user select another location for the other package.
This is what you can do with the Xcode tools installer.
