I didn't see this in the Software Delivery Guide or in the PackageMaker document. I do have an old, old copy of the Software Delivery Guide (for OS X 10.2 I believe) that says we should use English.lproj and French.lproj but I missed the memo where we were told to switch to en.lproj and fr.lproj. But now I know and now it's in installer-dev, too.
