I verified that no file in the scripts folder has uchg flag set. In fact i ran (sudo chflags -R nouchg) command.
I also verified that no other hidden files (.bom exits. pax.gz and .sizes) exits in that folder.
But no Success.
It looks It is a Bug with packagemaker.
To test this i simply created a new project and selected the folder with a framework as a scripts folder and build, PackageMaker is giving error (Could not copy scripts).
I verified both on PackageMaker(3.0.3 and 3.0.4).

This kind of error comes only when the path to the
postflight/preflight scripts or the Resources directory path are not proper.
Check with the file paths under the Scripts tab
