Buggy localization support in Installer.app when it comes to EULA

As far as I can tell, localization support is still a SNAFU in Mac OS X 10.6.2 when it comes to the EULA.

Let's say you're building a flat distribution with a localized EULA (for instance 2 languages such as English and French).

The buttons and messages for the License step are only displayed in the running language instead of the selected EULA language. It doesn't work whatever the language-naming scheme you're using (en.lproj or English.lproj). Doesn't work on Mac OS X 10.5. Doesn't work on Mac OS X 10.6.

This works fine with a bundle distribution.
