How to convert Bom file to .plist file for pkgutil

Hi list,

I'd like to ask whether there is an easy way how to convert BOM file
to a .plist file format suitable for using with pkgutil --import-plist.
Or is there a way how to create a receipt directly from a BOM file?
I've read man pages, google and search archives but haven't
found any answer.
