Sure it can.
But:
You should never do anything in a postflight script that could be accomplished by simply delivering a payload.
Why?
Payloads can be installed to volumes other than the current startup volume. Postflight scripts often get this wrong.
Payloads leave a record in the receipts database, making auditing easier and removal possible; postflight scripts unnecessarily complicate this sort of thing.
