Well, well ...
PackageMaker, on its own, for some unknown reason, set the Allow
Relocation flag on the Components Tab. I did not look there earlier
as it was the same .pmdoc I have been using for months and I never set
the Allow Relocation flag.
I guess steven p jobs was just being helpful.
