pkgutil --unlink doesn't remove files?

Hi Experts,
I found pkgutil --unlink doesn't remove files for me, although according to doc, it is supposed to.
when I use the command, it will prompt, "Do you really want to delete these files?" no matter what I reply, Y, or Yes or yes, then the command quit.
But the files are still there, and package ID is not removed from list either.
Is this as design or my machine's problem?
I was trying to create a upgrade package, which remove previous package files when apply higher versions.
the old version and higher version are not installed into same location, so I cannot simply overwrite.
Any suggestion?
