If that is case, we will say to our customers that that we will support this from 10.5. But we need to solve this problem somehow. You are suggesting me to use flat packages? How to create flat packages? What is the difference it has from .pkg/.mpkg?

Then a workaround involving using flat packages would not work.
The idea was that since a flat package is first unarchived with its
pre/postinstallation scripts in a temporary location, you would
probably not be affected by the issue.
But this requires 10.5.
