generating package from command line using packageutil

Hi all,
I am using Packages for creating my packages for some time now and I just noticed the packageutil command.
It let the user to edit the pkgproj file from the command line.
So here is my question, is it possible, and if yes how, to generate a pkgproj from scratch using this tool? Second question, is it possible to get the number of packages inside a pkgproj with packageutil?
