If you are using PackageMaker, it depends on the targeted OS. As long
as you are not building a flat distribution, it can be done in the
Finder if you know the format for the appropriate .plist and the
corresponding Folder. If you are building a flat distribution, you
probably need to use the Flat Package Editor.

If you are using other solutions (Iceberg, Packages), you just need to
drag and drop the plugin in the project (Plugins pane for Iceberg, in
the installation step hierarchy for Packages).
