Unable to apply custom Icon to insalled folder

Hi all,

Is there any way to apply custom icon to installed Folder. I have script
which applies custom icon to folder. The custom icon is of zero kb(Data
Fork) size and have Icon(Resource Fork) in its Finder Info. Normally the
script works fine. But when I add the custom icon to the flat pkg, then
it just looks like the terminal application without any extension. The
Finder Info of the Icon contain nothing but the preview of some terminal
app. I think this is issue regarding the Resource Fork. The flat
installer removes the resource fork. Also tell me the approach I am
using is right or not.
