The flat format allows including Installer plugins inside distribution starting with Mac OS X 10.6 and later (*).

I don't know how you can achieve this with PackageMaker. Maybe it's possible to do it with the productbuild command line tool. Packages can do it.


* You can use Installer plugins in a bundle distribution embedding flat packages on Mac OS X 10.5 and later but if you need a flat distribution (a requirement to sign a distribution), then the minimum OS version is 10.6 and later.
