Problem in adding License files in Distribution Package

Hi,

When I build any distribution package using command line from packagemaker by providing license files in resources, they get added to the Resources folder of the package but don't show up when the installer is run. However, when I add this line in the Distribution file explicitly <license file = "License.rtf" /> , then I am able to get the License screen. 
I have kept license files in language specific folders- en.lproj, etc. Packagemaker version is 3.0.5. 

So, is there any way of providing the license file name to be used or any default name to be used so that packagemaker automatically gets the License file.
If so, where do we provide this info to the packagemaker? Otherwise I have to expand the package, modify the Distribution file and then flatten it (which of course should not be the correct way of doing this).

Is this a bug in PackageMaker 3.0.5 or am I missing something. I have tried it so many times but it doesn't seem to work.
Any information regarding this will be really helpful. Thanks in advance.
