productsign is available on 2 Mac OS X 10.6.8 system with Xcode 3.

The suggestion to install Xcode 4 made by Rustam is good (except if
you don't like Xcode 4). If you want to avoid installing all of it,
you can probably extract the appropriate file from the installation
package using Pacifist.
