Feel free to fork and build upon https://github.com/MagerValp/CreateUserPkg - it has all the code you need to present a configuration UI and generate a customized .pkg.

Otherwise, sysadmins who want to custimize your package should be comfortable enough with pkgutil --expand, edit and pkgutil --flatten. The signature is lost, but that's rarely a problem in deployment workflows.
