User install installing in the Macintosh HD folder

I've created several "Easy" installs with the
install destination set to be the "User home directory". The destination of the
packages are set to be / or folders off the root, such as /Library/Application
Support/.
We're getting several reports that when users
install, the contents are not placed in their home directory but on the
Macintosh HD folder. Does anyone know why this might be? I've been unchecking
"Require admin authentication" which gives me a warning when I build, but apart
from that I'm keeping all the settings the same. Do I need to ensure the file
privileges are of a certain type?
