Packagemaker installer is allowing downgrade of packages.

Hi,

I am having issues with Upgrade and Downgrade logic in case of component packages. If a component package with higher version is already installed and I try to install a lower version on top of it, the installer log displays it as "Upgrade Action". And it allows the installation of the lower version.
Why doesn't it compare PackageVersion attribute before installing?
Is it a bug or am I missing something? I am using Packagemaker 3.0.5.
Is there any other way to achieve skipping installation in case of downgrade?
