ES-MX regionalization issue

Hi all,
   I am having some trouble supporting ES-MX language as language falls back to Spanish when I boot my machine in "Espanol Latinoamerica", any help is appreciated.
 
Details :
   I have made provisions for both the language's by creating separate ES-MX.lproj and Spanish.lproj. Although I have made changes in languages by navigating to SystemPreferences--> Language&Text and selecting  Espanol Latinoamerica , I still see the button string falling back to Spanish.


Any help is greatly appriciated.
