Allow reverting to an older version with warnings

We have switched to using flat packages and to using Packages instead of PackageMaker. We used to be able to set an Allow Revert flag that would let us load an older version of our software over a newer version. We would get a warning during installation if we were doing that but it would allow us to do the revert.
Now, I am finding that we can ALWAYS install an older version over a new version (not a bad thing in our case) and we do not get a warning (NOT a good thing). I don't see a place to allow or not allow the overwriting of a newer version with an older version. But I'm most concerned that we're not getting a warning about overwriting the newer version.
Can someone let me know if this is expected behavior with flat packages or just something different about the Packages program? Or perhaps I've just missed something that someone can tell me about.
