I was thinking of downloading the packages in a temporary folder, like /tmp/packages, having the distribution pointing to that path.
The plugin would download the packages to /tmp/packages before the step of installing them.
Not sure if that is possible.

Problem ID 13180083. It was actually filed in February 2013. So not a year ago.

The distribution would not be aware of your package then. The download
works fine, it's just the progress indicator that is buggy.
