It's possible if you do not use the default Read Me step. If you use a
custom plugin that looks like this step, you can then download the
data you want to display. The default Read Me step is not displayed if
you do not tell it to display some text document.
A clone of the License step is available at this URL:

It can be simplified to look like a Read Me Step.
