yes, i already verified that the the distribution with the same components used internally works like intended regarding gatekeeper.

in short: we want to build external pkgs that can be potentially reused and referenced in more than one project without rebuilding the distribution pkgs. therefor we still would like to use the external pkg feature in our flat distribution pkgs.
