Sorry, perhaps I am using wrong terms.

By the mpkg I meant flat package with Distribution file which refers to component packages located outside of the package.  An example of this is distribution of Xcode command line tools.

correct me if I'm wrong, but I think Gatekeeper compatible installers have to be in the flat package format. So a distribution package in the "old" mpkg (bundle) style won't work together with Gatekeeper.
