For distributions, the order in which packages are installed is
determined by the hierarchy of choices ("visible" in the Installation
Type pane) and the selected state of the choices. There's potentially
an exception to this rule if you are using remote packages.
When you add a package to a distribution project in Packages, the new
package is appended to the end of the hierarchy, so yes, they will be
installed in the order they are created. But then you can change the
hierarchy in the Project > Presentation > Installation Type pane to
have the hierarchy (and so order of installation) you want.
