It's never been a good idea to manipulate the .plist file directly
(for instance you can't be sure that the Dock process will not save
its settings when it quits).
I would suggest to check with dockutil
(https://code.google.com/p/dockutil/) or emmett
(http://s.sudre.free.fr/Software/DevPotPourri.html) whether this works
more reliably.
