Speaking as someone who administers labs, I really don't want sample files
in home directories. If I create a default User Template, it is just
extra work to fish this kind of stuff out of there, relocate it somewhere
else, and then make it findable. Far better for a generally accessible
place (as have been previously mentioned) to be used to keep ONE copy that
doesn't need to be duplicated for every user when they log in (we do not
have persistent home directories in the labs, so each user gets the
default template each time they log in, thus the fewer files to copy the
better).
