Until Packages is updated, your best solution is (assuming you are building a flat distribution package):
• building the package in Packages
• expanding it with pkgutil
• manually editing the Distribution file
• re-flattening it with pkgutil
• distributing
If you know your way around sed and such, it’s not that hard to script it.
