Packages - Operating System Volume requirement issue.

Hello,

I am using packages to build the installer. In the "Requirement & Resources" tab, I have an Operating System Volume requirement set to "10.7" minimum.
I have a user who is running 10.8.5 and is getting the error message I have specified for people running 10.6 or less.

Does anyone knows what could be the problem?
