As mentioned earlier (<http://lists.apple.com/archives/Pro-apps-dev/2011/Jun/msg00092.html>), you then need to create a wrapper for each one to show up in Final Cut Pro X. Quartz Composer, for instance, has no chroma keyer, so one must implement it using OpenGL or CoreImage. The blur functions are very different, blend modes give subtly different appearances, FxScript did 8 bit processing, etc... I'm not saying that it's really hard, but it's not easy. Plus - unless you've added something new, you have to build a FxPlug wrapper around your Quartz Composition, no? Unless you purchase the excellent FxFactory. I've been working on re-implementing my FxScript plugins as Quartz Compositions and some things I just can't get to work the same. Further, some of the internal details of some of the presets are hand-coded in an XML file and stored in a hidden custom parameter. If only we had been told earlier about the limitations in the new API. Not for lack of asking though!
