I think that returning 1 is pretty clearly a bug in URL Access. Please file it.

In the meantime, how can I work around it? I could sit in a loop and try URLOpen several times if it returns 1, but I'd prefer to avoid that. Can I just get some sort of notification when DHCP has configured a given interface, and wait for that before calling URLOpen?

You can get this sort of notification using System Configuration framework's dynamic store APIs.
