How to create dial-up settings in OS X 10.0?

This is for, you guessed it, a sign-up CD from an ISP. When I first
got the contract I thought it'd be easy (hah!). I've been through the
MoreSCF mill, the AuthSample mill and I have an install that
correctly creates an dial-up set and launches a browser to the
sign-up URL on 10.1.
But they want to this to in 10.0 as well. The SCF isn't present in
10.0, so what to do? Is there a way to statically link in the
framework? There must be a way to do this - the prefs panel does
after all.
Hack the prefs file directly with awk/sed? Please no.... Shell script
using "scutil"? Any docs on how to use it to create sets? Any ideas,
anyone?
